If a middle school wrestler wrestled 95 at the qualifying regional tournament and places to wrestle at states, can he wrestle 90 at states if he chooses to and can make weight?

No, they must wrestle in the division & weight class they qualified for at Regionals. They automatically get placed into that bracket for states after the seeding occurs.

Example: If Johnny got 3rd @ 8U 55# in Region II, he will be placed in the 8U 55# bracket at States.
